CITY of BALANGA, Bataan – The Provincial Government of Bataan through the Provincial Health Office (PHO) in partnership with Synergia, a leading Australasian Consulting Group with two decades’ experience in health and social services and Zuellig Family Foundation (ZFF) a leading provider of health training programs for local government units in relation to the implementation of Service Delivery Network (SDN) in the Province of Bataan is in full swing in the implementation of the Universal Health Care. Incidentally, Bataan is the first local government unit in the country to be supported by Synergia.

Provincial Health Officer Dra. Buccahan said that even before the launching of SDN, a referral system has already been implemented in every rural health unit through the different services provided by the health care staff in the province.
In 2018, Bataan General Medical Health Center (BGMHC), the only tertiary hospital in Bataan affiliated with the Department of Health launched the online referral system, SDN, in the municipalities of Dinalupihan and Hermosa and in the City of Balanga being the pilot areas.
Synergia provides the technical support in terms of analytics, evaluation and system design. Last May 25 to 28 Synergia conducted its third site inspection in the three pilot areas to gather more information to further improve the system.

The ZFF on the other hand provides coaching, training and workshops among healthcare staff based on the Provincial Health System Deliverables for Universal Health Care Implementation. It has 10 categories that have to be accomplished in order to implement an excellent universal health care system. To date, aside from being one of the first 17 provinces recognized as Advance Implementation Site for the SDN, Bataan is one of the three provinces to have a collaborative agreement between ZFF for three years that would be of great help in establishing an integrated health care system.
The Provincial Health Board is fully supportive and actively involved in the workshops provided by the ZFF and Synergia to further improve the system.
