BALANGA CITY, Bataan – Congressman Jose Enrique S. Garcia III has filed House Bill No.1419 creating Manila Bay Development Authority (MBDA) and is now with the appropriations committee of the House of Representatives.
In his explanatory note, the congressman of Bataan’s Second District says that the Manila Bay is the “most challenged marine resources of the Philippines.”
However, Garcia said, rapid urban growth and industrialization were causing the decline of water quality and deteriorating marine habitat. “As such, it is high time for the Congress to enact a law that would genuinely protect and preserve Manila Bay.
Just like the Laguna Lake Development Authority (LLDA), the MBDA will have similar and analogous power and functions and organizational structures with capital requirements.
According to Cong. Joet, the MBDA will make a comprehensive survey of the physical and natural resources and potentialities of the Manila Bay. The local government units concerned shall coordinate with plans of MBDA.
The MBDA board of directors shall be composed of executive secretary, secretary of economic planning, secretary of DENR, DPWH, a representative of Bataan, Bulacan, Pampanga, and Cavite governments, and Metro Manila Development Authority. Representatives from private investors will be appointed upon recommendation of the ruling body. The general manager of MBDA is to be appointed by the President of the Philippines.
