BALANGA CITY, Bataan – Gov. Abet Garcia through Executive Order III, series of 2018, created the Project Monitoring Committee (PMC) for the purpose of monitoring and evaluating the implementation of various local government projects funded either by the national government or foreign assisted, for the local government units, (LGU’s) whether thru a grant or loan.
The PMC, according to Gov. Garcia, shall develop an overall project monitoring and evaluation system (PMES) on the criteria, standards, and principles of monitoring and evaluation designed by the National Economic Development Authority (NEDA).
Gov. Abet likewise said that the creation of PMC will help in the identification and resolution of problems/issues which impede project implementation and recommend remedial actions and solutions.
Composition of PMC includes as Chairman, the Provincial Planning
and Development Coordinator with its Co-chair, the Provincial Engineer
and other members, Provincial Administrator, Provincial Treasurer, Provincial
Accountant, Provincial ENRO, Provincial Budget Officer, PHO, Provincial
Agriculturist and others.
Also stated in the Executive Order is that there will be a technical working group (TWG) which shall not only serve as an inspectorate and monitoring team but shall also function as the Secretariat of the PMC.
The PMC according to Gov. Garcia is based on the Executive Order (EO) 376
s. 1989 by former Pres. Corazon C. Aquino and EO 93 s.1993 as amended by former Pres. Fidel V. Ramos which mandated the creation of the Project Monitoring Team at the provincial, city and municipal levels.
