BALANGA CITY, Bataan – As the province of Bataan celebrates the 38th National Disability Prevention and Rehabilitation (NDPR) Week from July 17-23, the Provincial Council on Disability Affairs (PCDA) convened hundreds of persons with disabilities (PWDs) yesterday at the Lou-is Resort and Restaurant, this City.
“Malayo pa ang ating mararating kung tayo ay magsasama-sama sa ganitong gawain,” said Ms. Marilyn Tigas, PCDA Vice-Chair and Secretariat, in her welcome remarks. “Kaya natin ito ginagawa ay para maisakatuparan natin ‘yung ating goal na ma-empower ang lahat ng mga taong may kapansanan,” Tigas added.
After a colorful motorcade, a forum on PWD’s access to justice system was facilitated by Atty. Romulo Mandocdoc, Jr. of the Public Attorney’s Office (PAO). Mandocdoc cited various human rights, available especially for the PWDs, afterwhich, participants were given chances to seek legal advice from him.
Also, an orientation on Philhealth benefits for PWDs was conducted by Mr. Edmond Manuel, Bataan Local Health Insurance Officer. “Ang layunin ng Philhealth ay makapagbigay ng sulit na benepisyo sa bawat miyembro at dekalidad na serbisyo para sa lahat,” Manuel said. He then discussed the six membership programs of the Philhealth, mentioning that the PWDs fall under the Sponsored Program.
In the afternoon, PWDs from the municipalities of Bagac, Pilar, Samal, Mariveles, Dinalupihan, Orani, Limay, Abucay and Orion participated in an intermunicipality talent competition. The Municipality of Mariveles bagged the first place, followed by the municipalities of Samal and Pilar. The PCDA members also sponsored games and raffle draw with cash, breakfast packages and cakes as prizes.
Moreover, Latter-Day Saints Charities and Mr. Rogelio Flores of the KASAMAKA Community-Based Rehabilitation Foundation were given plaques of appreciation in grateful recognition of their contribution for the welfare of the PWDs.
In closing, Mr. Rolando Cortes, president of the Samahan ng mga Taong May Kapansanan sa Bataan (SATAMAKABA) Community-Based Rehabilitation, Inc. said, “Our celebration has been very successful kung kaya’t patuloy lang tayong magtulungan nang sa gayon ay magtuluy-tuloy ang ating samahan.”
The celebration revolved around the theme: “Karapatan ng May Kapansanan, Isakatuparan… Now Na!”
With the Provincial Social Welfare and Development Office serving as the lead agency of the event, other participating agencies include DOLE, DILG, PNP, Phil. Army, OPA, DPWH, Rotary Club of Balanga, TESDA, Red Cross, ENRO, DOST, PHO, RTC Branch 1, KASAMAKA CBR Foundation, Sangguniang Panlalawigan, DTI, DepEd, PESO, MIS/PIO, PAO, PIA, LTO, DOH, and SATAMAKABA CBR, Inc.
