BALANGA CITY, Bataan – The industrial town of Mariveles, with its unabated economic expansion and population growth, which is categorized as one of the premier investment hubs in Central Luzon, has passed a municipal resolution prohibiting recruitment and membership to any local or international terrorist groups as protective shroud to preserve its environmentally-friendly community.
Municipal Ordinance No. 2018-141 has strictly implied in its provisions, the ban for the manufacture, distribution, and possession of propaganda materials.
The local ordinance shall be known as Anti-Terrorist Group Ordinance as consistent with Human Security Act (Republic Act No. 9372). It is a declared policy of the State to protect life, liberty, and property from acts of terrorism, to condemn terrorism as inimical and dangerous to the national security of the country and to the welfare of the people and to make terrorism a crime against the Filipino people and the law of the nation.
Under Section 4 of the Municipal Ordinance which identified the prohibited acts to recruit another person to membership to terrorist groups such as but not limited to ISIS, Al-Queda, NPA and Maute group; mobilizing people to participate in any illegal assembly, contribute, donate or supply and any kind of support of manufacturing, possession and distribution of any propaganda materials to the terrorist groups.
Those convicted under this Ordinance shall be punished with a fine of two thousand five hundred pesos (P 2,500); imprisonment for a period not exceeding six months (6 months) or both at the discretion of the Court.
