BALANGA CITY, Bataan- The upland settlement of indigenous people in Sitio Pastolan, Barangay Tipo in Hermosa is categorized as a model community by the National Commission on Indigenous People (NCIP) in Central Luzon.
Lawyer Evangeline Antonio, legal officer of NCIP Bataan, explained the Ayta Magbukun tribe in Sitio Pastolan with a population of about 1,030 individuals or 330 families is the second indigenous community within the confines of Subic Bay Metropolitan Authority (SBMA) to receive a Certificate of Ancestral Domain Title (CADT).
The SBMA has entered into a joint agreement with the Pastolan Ayta Magbukun Tribal Council which is one of the two Ayta tribes inside the huge Subic Freeport complex to be given a CADT, formally recognizing the rights of the indigenous community over their ancestral land since 2013.
Atty. Antonio has stressed the 25-year contract with every three years revision clause, of the economic provisions reportedly entitles each of the 330 indigenous people families P 5,000 financial assistance every quarter of the year to cover the leasehold agreement of a portion of 4,387 hectares for the use of Subic Bay Freeport investors.
Hence, the economic provisions under the joint agreement with one of the fastest growing economic zones in the country, according to Atty. Antonio have improved the sources of livelihood and quality of life of the indigenous people in the upland area of Hermosa town.
Antonio further emphasized the NCIP has continuously coordinated with various government agencies and other private institutions to undertake comprehensive and sustainable agricultural productivity measures, animal dispersal program and other worthwhile activities for the benefit of 18 cultural minorities in the province.
